Genç Cumhuriyet bu kanunların hazırlanmasında özellikle Avrupa devletlerinin kanunları incelemesi ve Türkiye'ye uyarlamasının önünde tarihsel ve yapısal pek çok engeller bulunmaktaydı. Cumhuriyetin ilk yıllarında ve özellikle Almanya'da savaş karşıtı pek çok akademisyen ülkelerinden ayrılmak zorunda kalmışlardır. Bunlardan en önemlilerinden biride akademiysen Prof. Hirsch'tür. Hirsch Atatürk tarafından Türkiye'ye davet edilmiştir. Alanındaki en iyi Ticaret Hukuku akademisyenlerindendir. Prof. Hirsch Türkiye'ye çok çabuk adapte olmuş ve kısa sürede Türkçeyi öğrenmiştir. Yeni Cumhuriyetin sosyal, siyasal ve sosyal hayatı ile hukuk düzenine ilişkin çalışmalarıyla öne çıkmıştır. Cumhuriyet rejiminin gereklerini karşılayacak üniversitelerin kurulmasına, Türk bilim adamlarının yetiştirilmesine ve özellikle hukuk eğitiminin inşasına da ışık tutmaktadır. Türkiye'de tarım ve sanayinin gelişmesi ve gerekli altyapının inşası için görevler üstlenmişler, Türkiye Cumhuriyeti Devleti'nin yürüttüğü tarım ve sanayi politika ve faaliyetlerin yurtdışında tanıtılması için çalışmışlardır. Prof. Hirsch, modern Türk hukuk sisteminin kurulması ve geliştirilmesi için birçok projede yer almış ve birçok yasa tasarısı hazırlamıştır. Türkiye'nin demografik yapısı, siyasi durumu, üniversite reformu, Özdil hareketi ve Soyadı Kanunu gibi Atatürk devrimlerinin etkinliği üzerine yapılan çalışmalara öncülük etmiştir. Türk hukuk sisteminin gelişmesine yaptığı katkıların başında 1956 tarihli ve 6762 sayılı Türk Ticaret Kanunu'nun hazırlanması gelmektedir. Bu kanun 2011 yılına kadar yürürlüğe kalmıştır. Türk fikir ürünlerinin şekillenmesinde etkili olan 1951 Fikir ve Sanat Eserleri Kanunu, Marka Patent, Sanayi ve Faydalı Modeller Kanunu ve 1946 Üniversiteler Kanunu'nun hazırlanmasında da Hirsch'in büyük katkıları olmuştur.
