This paper aims to decide on the number of facilities and their locations, procurement for pre and post-disaster, and allocation to mitigate the effects of large-scale emergencies. A two-stage stochastic mixed integer programming model is proposed that combines facility location-prepositioning, decisions on pre-stocking levels for emergency supplies, and allocation of located distribution centers (DCs) to affected locations and distribution of those supplies to several demand locations after large-scale emergencies with uncertainty in demand. Also, theuseofthemodelisdemonstratedthroughacasestudyfor prepositioning of supplies in probable large-scale emergencies in the eastern and southeastern Anatolian sides of Turkey. The results provide a framework for relief organizations to determine the location and number of DCs in different settings, by using the proposed model considering the main parameters, as; capacity of facilities, probability of being affected for each demand points, severity of events, maximum distance between a demand point and distribution center.

Providing a high quality of service in public transportation is essential to reduce dissatisfactions stemming from traffic congestion and noise. Public transport providers need to find ways to dilute the effects of immoderate use of private cars in big cities while maintaining a sufficient level of customer satisfaction. This study aimed to identify the key service quality (SQ) factors that drive passenger satisfaction in Istanbul’s rail transit (RT) system using data obtained from an extensive survey conducted by the Istanbul Public Transportation Co. A total of 11,116 passengers who used rail transport from May 15-June 3, 2012, and June 17-July 3, 2013, were interviewed in person. The relative importance of the SQ factors was assessed so that service provision could be prioritized and the enhancement of passenger satisfaction can be achieved employing several social choice techniques. The results indicate that, from an overall perspective, waiting time, crowdedness in cars, and fare are the SQ factors that best reflect the public good.

- Derleme MakaleYalnız künye2016Scopus SJRQ1A state of the art literature review of VIKOR and its fuzzy extensions on applications
Gul, Muhammet; Celik, Erkan; Aydin, Nezir; Gumus, Alev Taskin; Guneri, Ali Fuat
Multi criteria decision making (MCDM) is one of the research areas of operations research and management science which has widely studied by researchers and practitioners. It finds a compromise solution for evaluating and ranking alternatives from the best to the worst under conflicting criteria with respect to decision maker(s) preferences. In a compromise approach, the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR; that means multi-criteria optimization and compromise solution) continues to be applied satisfactorily across different application areas. This paper conducts a state-of-the-art literature review to categorize, analyze and interpret the current research on VIKOR applications. It also discusses the extensions of VIKOR applied in fuzzy environments. A total of 343 papers are classified into 13 different application areas and a number of sub-application areas. Furthermore, all papers are also categorized with respect to publication year, published journal, country of origin, application type (real case study vs empirical study), and version of fuzzy sets used. This comprehensive literature review provides an insight for researchers and practitioners on VIKOR applications in terms of showing current state and potential areas for future attempts to be focused in the future. Service quality evaluation has become a main area of interest for practitioners, managers, researchers and policy makers, who have inclined on the passengers' service. In this paper, intuitionistic fuzzy TOPSIS approach is applied to evaluate service quality of rail transit systems of Istanbul. A total of 6553 surveys are conducted and analyzed in seven rail lines with respect to 20 service qualities.
