An Optimization Approach for A Biogas Supply Chain using Goal Programming and Mixed Integer Linear Programming

    Derse, Onur; Göçmen, Elifcan

Environmental concerns prompt the world for a transition to renewable energy sources from fossil energy. Reducing the dependency on non-renewable sources of energy is prerequisite for the sustainable world and less environmental pollution. Biogas energy, which is one of the most important renewable energy sources, is produced by burning organic wastes and can be used in many different fields. In this study, a two-stage approach is undertaken to optimize a biogas supply chain design by incorporating of 30 districts in Izmir. In the first stage, the selection of the most suitable biogas plants is considered by the goal programming approach, which is of great importance to decide the optimal location with high energy potential. The most suitable sites for the biogas plants are obtained as Konak and Narlıdere districts. In the second stage, the location problem of the biogas vehicle charging stations (BVS) for biogas vehicles is handled considering the results of the first stage using mixed integer linear programming (MILP) approach. Computational results demonstrate that it would be more appropriate to establish BVS in 12 districts of İzmir. The model and solution approach are pioneering for supply chain problems and an efficient tool for renewable energy plans.

Linear programming with fuzzy parameters for inventory routing problem in effective management of personal protective equipment: a case study of corona virus disease 2019

    Göçmen, Elifcan

Coronavirus disease 2019 (COVID-19) brings about severe disruptions for human living, economics, and environmental balance. This pandemic has boosted the demand for personal protective equipment (PPE) and thus, medical wastes. Thus, a research hypothesis is stated whether it would be possible to provide more efficient distribution and inventory planning to optimize the PPE availability in a fuzzy environment. To confirm the hypothesis, in addition to addressing a scientific novelty considering integration of linear programming with fuzzy parameters, named as the Jimenez’s method and clustering heuristic methods, the practicality of these approaches is provided on a real case study and generated instances from Turkey. The computational results reveal that clustering the 32% of the hospitals ensures optimum total cost and solution time while feasibility degree changes between 0, 4, and 1 values of the Jimenez are not more effective on the results. Improved cost results reveal the economic importance of the healthcare supply chain management and optimal PPE distribution and inventory planning can break down the disease propagation and reduce the detrimental impacts on human life. The proposed approach, for the first time, ensures practical and theoretical insights of distribution and storage decisions across disciplines, namely, engineering and health-care organization authorities.

Derse, Onur; Göçmen, Elifcan; Yılmaz, Ebru; Erol, Rızvan

Fossil fuels are the primary energy sources and meet the global energy demands. However, environmental and health problems related with these sources boosted the demand for renewable energy sources. Hydrogen, as an energy carrier has a growing potential for solving these problems. In this article, a mathematical programming model that integrates the production, storage and transportation, safety, location, and staff assignment decisions is presented considering minimization of costs. Although most of the studies focus on location, distribution, storage decisions of hydrogen energy networks, the article also includes production, safety and staff assignment decisions to make this problem more practical. Furthermore, we also investigate the set covering constraint will ensure that each region is covered by minimum number of the hydrogen facilities. The developed model ensures a balance between location, distribution, storage, production, safety and staff decisions by installing two production facilities by assigning total 9 warehouses, 22 tank trucks, 12100 km pipeline, 35 staffs under distance constraint 2000 km in regions 1 and 5. The computational results indicate that the proposed model produces effective solutions for the coverage to all region and minimum total cost for real-case situations.

A Maturity Model for Assessing Sustainable Project Management Knowledge Areas: A Case Study Within A Logistics Firm

    Göçmen, Elifcan

Currently, the use of maturity models is widespread for evaluating the success of project management (PM) processes. Project management maturity models (PMMM) are valuable methodologies to improve the project management processes. In this context, this present paper seeks an answer to these questions: Which maturity levels are aimed for an organization to make the sustainable PM sound? Which propositions are made based on the obtained maturity levels? This paper aims to propose a PMMM by analysing PM knowledge areas. In response to this objective, nine dimensions and twenty seven maturity items are handled using of PM Solutions’ PMMM. In order to evaluate the maturity levels, Weighted Maturity Score Calculation Model (WMSC) approach based on survey questionnaires of two experts is used first for the PM knowledge areas. Weighted average score of all maturity items is obtained using Likert-scale and criteria weights are first calculated using Hesitant Fuzzy Analytical Hierarchy Process (HF-AHP). Practicality of these approaches is illustrated through a real data in a logistics organization. As a result, computational results indicate that risk management dimension with the level 1,4 has the lowest rating of all nine dimensions. The high maturity level 3,5 is observed in the quality management, as the maturity items in this dimension such as Quality Plan Preparation and Quality Plan Employment can have a favourable impact on the PM maturity. The findings reveal the effectiveness of the proposed method, which ensures practical and theoretical insights for organizations to determine their current and expected sustainable project maturity levels.

Risk assessment using a novel hybrid method: a case study at the biochemistry department

Derse, Onur; Göçmen, Elifcan; Narli, Mufide

Risk management has gained substantial attention for the health sector in recent years. Healthcare systems are forced to deal with risk assessment due to deadly accidents. Biochemistry department is one of the most critical units, in which occupational accidents should be controlled preventively. Thus, this paper aims at developing a risk assessment process to minimize the occupational accidents. Failure mode and effects analysis (FMEA) and 5x5 matrix (L Matrix) as most effective quantitative risk analysis methods, are developed for a biochemistry department of a hospital in Turkey to evaluate the risk types discussed in related works and discovered during this work. First, the decision makers’ risk evaluation based on historical data of accidents are adopted to risk management process. Then, with regard to scoring of risk factors such as occurrence, severity and detectability, risk priority numbers and classes are obtained and preventive measures for the high-risk failure modes are determined. Analytic Hierarchy Process (AHP) method has been applied for prioritizing these measures to reduce or eliminate these risk types. Considering the results obtained from the AHP method, a goal programming model is developed to minimize the risk prevention costs. Obtained results demonstrate the effectiveness of the proposed methods.
