A stochastic location and allocation model for critical items to response large-scale emergencies: A case of Turkey

Celik, Erkan; Aydin, Nezir; Gumus, Alev Taskin

This paper aims to decide on the number of facilities and their locations, procurement for pre and post-disaster, and allocation to mitigate the effects of large-scale emergencies. A two-stage stochastic mixed integer programming model is proposed that combines facility location-prepositioning, decisions on pre-stocking levels for emergency supplies, and allocation of located distribution centers (DCs) to affected locations and distribution of those supplies to several demand locations after large-scale emergencies with uncertainty in demand. Also, theuseofthemodelisdemonstratedthroughacasestudyfor prepositioning of supplies in probable large-scale emergencies in the eastern and southeastern Anatolian sides of Turkey. The results provide a framework for relief organizations to determine the location and number of DCs in different settings, by using the proposed model considering the main parameters, as; capacity of facilities, probability of being affected for each demand points, severity of events, maximum distance between a demand point and distribution center.

Based on social and economic factors, humanitarian relief logistics (HRL) in disaster operations management (DOM) issues have attracted attention among both academia and practitioners. Hence, comprehensive literature review of recent and state of the art papers is vital to draw framework of the past, and to shed light on future directions. ln this paper, state of the art literature review is presented for optimization and decision science to HRL activities in DOM. total of 220 papers published between January 2007 and May 2015 are selected and reviewed. ln particular, the facility location, inventory management, relief distribution planning, debris cleaning and recovery operations, decision support systems, and other operations in accordance with the relevant HRL activities in DOM are investigated. Finally, list of research gap and further research are identified to clarify and to suggest future research opportunities.

An ann and ga approach for demand forecasting and routing for cash management

Gumus, Alev Taskin; Celik, Erkan; Ömerustaoğlu, Furkan; Drobne, S.; Zerovnik, J.; Zadnik Stirn, L.; Kljajic Borstar, M.

Forecasting of cash demand and cash transportation are critical processes for all bank asynchronous transfer modes (ATMs). In this paper, an application is presented to accurate forecasting of cash demand and minimizing the transportation cost. In the first step of the proposed application, artificial neural network is implemented for forecasting the amount of withdrawn and deposited money from an ATM in one day. Hence, a more accurate way is provided to determine the amount of money that will be loaded into the ATM, and opportunity costs are minimized. Then, we applied genetic algorithm for minimizing the transportation cost of cash deposit to the ATMs.

Identifying key factors of rail transit service quality: An empirical analysis for Istanbul

Isikli, Erkan; Aydin, Nezir; Celik, Erkan; Gumus, Alev Taskin

Providing a high quality of service in public transportation is essential to reduce dissatisfactions stemming from traffic congestion and noise. Public transport providers need to find ways to dilute the effects of immoderate use of private cars in big cities while maintaining a sufficient level of customer satisfaction. This study aimed to identify the key service quality (SQ) factors that drive passenger satisfaction in Istanbul’s rail transit (RT) system using data obtained from an extensive survey conducted by the Istanbul Public Transportation Co. A total of 11,116 passengers who used rail transport from May 15-June 3, 2012, and June 17-July 3, 2013, were interviewed in person. The relative importance of the SQ factors was assessed so that service provision could be prioritized and the enhancement of passenger satisfaction can be achieved employing several social choice techniques. The results indicate that, from an overall perspective, waiting time, crowdedness in cars, and fare are the SQ factors that best reflect the public good.

A state of the art literature review of VIKOR and its fuzzy extensions on applications

Gul, Muhammet; Celik, Erkan; Aydin, Nezir; Gumus, Alev Taskin; Guneri, Ali Fuat

Multi criteria decision making (MCDM) is one of the research areas of operations research and management science which has widely studied by researchers and practitioners. It finds a compromise solution for evaluating and ranking alternatives from the best to the worst under conflicting criteria with respect to decision maker(s) preferences. In a compromise approach, the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR; that means multi-criteria optimization and compromise solution) continues to be applied satisfactorily across different application areas. This paper conducts a state-of-the-art literature review to categorize, analyze and interpret the current research on VIKOR applications. It also discusses the extensions of VIKOR applied in fuzzy environments. A total of 343 papers are classified into 13 different application areas and a number of sub-application areas. Furthermore, all papers are also categorized with respect to publication year, published journal, country of origin, application type (real case study vs empirical study), and version of fuzzy sets used. This comprehensive literature review provides an insight for researchers and practitioners on VIKOR applications in terms of showing current state and potential areas for future attempts to be focused in the future. Celik, Erkan; Gumus, Alev Taskin; Aydin, Nezir; Zeng, X; Lu, J; Kerre, EE; Martinez, L; Koehl, L

Service quality evaluation has become a main area of interest for practitioners, managers, researchers and policy makers, who have inclined on the passengers' service. In this paper, intuitionistic fuzzy TOPSIS approach is applied to evaluate service quality of rail transit systems of Istanbul. A total of 6553 surveys are conducted and analyzed in seven rail lines with respect to 20 service qualities.

Emergency department performance evaluation by an integrated simulation and interval type-2 fuzzy MCDM-based scenario analysis

Gul, Muhammet; Celik, Erkan; Gumus, Alev Taskin; Guneri, Ali Fuat

Emergency departments (EDs) have an important position in healthcare system environment because of their serviceability to the patients with several illnesses and injuries at all hours of the day and night. Therefore, efficient management of these departments by executives and service providers is only possible with effective tools such as simulation. The concept of multiple criteria decision-making (MCDM) is applicable by computer simulation for decision analysis and performance evaluation of an ED. This study proposes an integration of computer simulation, MCDM methods of interval type-2 fuzzy analytic hierarchy process (IT2FAHP), and ELECTRE for an ED system in a university hospital. Due to the high uncertainty in ED operations, interval type-2 fuzzy sets (IT2FSs) are used in MCDM process. Consequently, the integrated method can be used as a useful tool to evaluate the ED performance and select the best scenario considering different numbers of nurses and doctors for three shifts.

An outranking approach based on interval type-2 fuzzy sets to evaluate preparedness and response ability of non-governmental humanitarian relief organizations

    Celik, Erkan; Gumus, Alev Taskin

After a disaster occurs, national and international non-governmental humanitarian relief organizations (NGOs), as well as the governmental humanitarian relief organizations (GOs), are involved in carrying out the humanitarian relief operations because of insufficiency in recourses such as lack of equipment and human resources. GOs and NGOs play a crucial role in preparedness and response to natural disasters, especially when available resources of them are not enough. The preparedness and response ability of GOs and NGOs aim to minimize the losses and number of affected people. Therefore, the preparedness and response ability of NGOs are becoming more important to support governmental relief activities. In this paper, a hybrid approach, that consists of interval type-2 fuzzy sets, AHP and PROMETHEE, is proposed to evaluate emergency preparedness and response ability performances of NGOs. The proposed hybrid approach is applied to NGOs in Turkey to evaluate their performances, and is conducted in three phases: (1) determination of critical success factors (CSFs) of humanitarian relief logistics management operations, (2) application of interval type-2 fuzzy AHP for obtaining importance weights of CSFs and (3) application of PROMETHEE based on interval type-2 fuzzy sets to evaluate preparedness and response abilities of NGOs.
