Assessing Environmental Policy Impact through the Ecological Footprint: The Case of Türkiye

    Sarı, Sacit

This study investigates the long-term effectiveness of environmental policies in Türkiye by examining the stochastic properties of the ecological footprint (EF) and its six subcomponents, carbon footprint, cropland footprint, grazing land footprint, forest products footprint, fishing grounds footprint, and built-up land footprint over the period 1961–2022. Annual per capita data obtained from the Global Footprint Network are analyzed using two-unit root testing methodologies: the conventional Augmented Dickey-Fuller (ADF) test and the more robust RALS-LM unit root test, which accounts for structural breaks and non-normal error distributions. The findings reveal that both the EF and its largest component, the CF, are stationary, suggesting that past environmental policy interventions have yielded transitory effects. Only the CRF and FGF exhibit nonstationarity, indicating that agricultural and fisheries-related policies may have induced permanent shifts in environmental outcomes. Overall, the results suggest that environmental policies in Türkiye to date have not led to long-term and permanent improvements in the ecological footprint indicator. Therefore, it is concluded that policy design should be more comprehensive, consistent, and structurally transformative to achieve environmental sustainability.

Türkiye in the Framework of the Preston Curve and Wilkinson Hypothesis: The Transformation of Income Growth, Income Distribution, and Life Expectancy

    Sarı, Sacit

This study examines the validity of the Preston Curve and Wilkinson Hypothesis in the context of the Turkish economy, analyzing the impact of per capita income, income inequality, and public health expenditures on life expectancy. Using data from 1960 to 2022, graphical analysis and time series methods were employed to investigate the relationships between these variables. The key findings indicate that the Preston Curve is valid for Türkiye, as higher per capita income increases life expectancy, but the effect diminishes beyond a certain income level. A negative and statistically significant relationship was found between income inequality and life expectancy, supporting the Wilkinson Hypothesis. Additionally, public health expenditures positively and significantly influence life expectancy, highlighting the importance of government investments in healthcare. The findings suggest that the impact of economic growth on health indicators is not solely determined by rising income levels but also by the reduction of income inequality and increased public health expenditures. Policy recommendations include expanding healthcare spending, implementing social policies to mitigate income inequality, and addressing regional disparities in healthcare access.

Macroeconomic determinants of food inflation in Türkiye: Empirical evidence from RALS-based time series analysis

    Sarı, Sacit

This study aims to analyse the macroeconomic determinants of food price inflation in Türkiye using monthly data for the period 2015:01–2025:03. Fluctuations in food prices have significant impacts, particularly on the quality of life and food security of low-income households. In this context, food price inflation is used as the dependent variable. In contrast, the agricultural input price index, commercial loan interest rate, exchange rate, and oil prices are employed as explanatory variables. The stationarity properties of the series are examined through the Zivot-Andrews test and the RALS- LM test with structural breaks. The presence of a long-run cointegration relationship among the variables is tested using the RALS-EG test, and long-run coefficients are obtained via the DOLS method, which addresses endogeneity and serial correlation by augmenting the levels equation with leads and lags of first differences. Empirical findings suggest that agricultural input prices, interest rates, and exchange rates have a positive and significant impact on food inflation. Based on the results, reducing agricultural production costs, expanding the availability of low-interest farm loans, and effectively managing energy subsidies are critical to controlling food inflation.

Exploring the Grazing Land Footprint’s Stochastic Behavior in the Top Dairy and Meat-Producing Nations

Adali, Zafer; Yeter, Fatih; Çoban, Mustafa Necati; Sarı, Sacit

The Sustainable Development Goals (SDGs) are a set of influential and easily understood sustainability principles. SDG2 defines Zero Hunger, which is once again a key goal in the SDGs. A sustainable food system depends on the grazing land footprint, one of the elements of the ecological footprint. For food security to be maintained, the grazing land footprint has to be taken into consideration. In order to provide adequate global food systems and mitigate climate change, research on the stochastic features of grazing land footprint is crucial. The goal of this research is to look at the stochastic characteristics of the grazing land footprint in 13 nations that produce almost two-thirds of the world’s milk and meat. The study includes data for 13 nations over the years 1961–2022. Several unit root tests are conducted to provide more precise data about the effectiveness of the policy shocks, including whether or not they allow for repeated, smooth structural breakdowns. The results show that because the series is prone to following its long-term trends, shocks cannot lead it to diverge from those trends. Thus, any shocks brought on by policies cannot have a lasting effect on the series. However, the series includes a unit root. The unit root tests have made it clear that any policy shocks would have a long-lasting effect on the series and that policymakers may set a goal for the series. Policy suggestions have been provided for the investigated nations in conjunction with these results.

Do Changes in Demographic Factors Affect Public Health Expenditures? The Case of Turkiye

    Sarı, Sacit

The main objective of this study is to analyze the effect of demographic factors on public health expenditures in the Turkish economy for the period between 1980 and 2021. Time series methods are employed in this analysis. The stationarity of the variables is tested with the conventional unit root test, while Zivot-Andrews unit root test is employed to identify potential structural breaks in the data. The existence of long-run relationships between non-stationary variables is investigated using the ARDL bounds test method. According to the analysis results, a persistent and statistically significant association exists between public health expenditures and GDP, contingent upon variables such as the old dependent population ratio, urbanization, and population. While increases in national product decrease public health expenditures, increases in demographic variables cause an overall rise in total public health expenditures. Increasing life expectancy, changing demographic structure, urbanization, and advances in medical technology have significantly increased health expenditures. Policymakers must establish strategies to boost the representation of the private sector in the health market if public health spending is to be sustainable and efficient.

Macro dynamics of inflation in the Turkish economy

    Sarı, Sacit

This study analyzes the macroeconomic determinants of inflation, a significant economic issue in national economies, using monthly data from January 2006 to January 2023 for the Turkish economy. Understanding inflation and its influencing factors is crucial for enhancing the effectiveness of disinflationary measures due to their adverse impacts on economic units. In this context, the relationship between inflation and selected macroeconomic variables was investigated for the Turkish economy. Based on the cointegration test results, it was established that the series are cointegrated. In the long term, money supply and interest rate variables positively impact inflation. Conversely, inflation is negatively impacted by the Industrial Production Index (IPI), which measures economic growth. This result indicates that increases in production capacity and economic growth reduce inflation. These findings suggest that the Turkish economy operates with underemployment and that monetary factors significantly impact inflation. The outcomes of the Granger causality analysis indicate a reciprocal causal relationship between inflation, money supply, and exchange rate.

The positive relationship between the interest rate and the inflation rate is known as the Fisher effect in economics. The validity of the Fisher effect in the Turkish economy between 1971 and 2021 was tested using the ARDL bounds test and unit root tests within the scope of this study. In this context, it was concluded that the variables that are not stationary at the level move together in the long run. In the long run, a 1% increase in the inflation rate increases the interest rates by 1.05%. The Toda-Yamamoto causality test revealed a one-way Granger causality relationship between the related variables, ranging from the inflation rate to the interest rate. The stationarity of the real interest rate was tested with ADF, Lee- Strazicich and Fourier KPSS unit root tests. The findings indicate that the real interest rate variable is stationary and that the Fisher hypothesis holds in the Turkish economy.

The Determinants of Private Consumption Expenditures: An Application for Turkish Economy

    Yildirim, Kemal; Sarı, Sacit

The aim of this study is to investigate the determinants of private consumption for Turkey's economy in 2000: 3 2020: 2 with quarterly data. Within the scope of the study, the course of private consumption expenditures over the years and its contribution to economic growth were given. The stationarities of the variables in the model have been tested with traditional unit root tests and Fourier unit root tests. According to unit root test results, series have unit root hence, long-term relationships between series were examined by Fourier-Shin cointegration test and ARDL bounds test approach. Cointegration test results reveal that the series move together in the long term. According to the ARDL bounds test, the GDP variable and the series reflecting the net change in assets positively affected private consumption expenditures as expected. A 1% increase in GDP increases private consumption expenditures by 0.61%. As expected in theory, the increase in interest rates reduces private consumption expenditures. However, the magnitude of the effect was relatively small. The inflation variable, which represents the economy's uncertainty, negatively affects private consumption expenditures. A 1% increase in inflation rates causes a 0.59% decrease in private consumption expenditures. Public expenditures affect private consumption expenditures negatively. 1% increase in public expenditures reduces private consumption expenditures by 0.34 %. This result shows a partial Ricardian equivalence is valid for Turkey.
