  A Critical Analysis of the Apprenticeship Discourse on the Workplace Experiences of Trainees Attending Vocational Training Centres

  Vocational Training Centres (VTCs) are one of the two types of secondary-level training schools in Türkiye. As a result of a series of recent regulations VTCs enrolment has increased, and VTCs have been positioned as a significant player in vocational training to meet skilled or semi-skilled labour demand of different sectors. Over four hundred and twenty thousand students are currently attending the centres. Viewed as the best way to strengthen the link between vocational education and employment opportunities, VTCs have recently faced intense criticism for allegedly legitimizing child labour and causing child work-related homicides. As a result, VTCs has started to be questioned along with the paradigm on which they are based. To hear from the trainees themselves what exactly is going on in VTCs, a fieldwork was carried out. During the fieldwork VTCs in two different industrial zones (OSTİM and Şaşmaz) in Ankara were visited, and thirteen apprentices were interviewed by employing a qualitative method. In this framework the data were generated to analyze if this type of vocational training can be seen as a form of child labour and test the argument that work-related homicides are result from trainees themselves.

  İş Uyuşmazlıklarında Arabuluculuk: Dostane Çözüm mü? (Sahadan Notlar)

  2018 yılının ilk gününden başlayarak yürürlüğe giren işuyuşmazlıklarında arabuluculuk, bugün alternatif mecrada yayılarakyerleşik yargısal bir konum işgal etmek üzeredir. İş uyuşmazlıklarındaarabuluculuğun zorunlu (dava şartı) oluşu, iş hukukunun kamusalniteliği gereği ciddi itirazlara konu olmuş ve önemli tartışmalarıtetiklemiştir. Nitekim zorunlu arabuluculuğa yöneltilen eleştiriler;‘emredici kuralların bertaraf edileceği’, ‘içtihat hukukununişlevsizleşeceği’ ve ‘adalete erişim hakkının engelleneceği’ yönünde veçoğunlukla hukuki gerekçelere vurgu yapan bir eksen üzerindenşekillenmiştir. Bu çalışma, hukuki gerekçeler çerçevesinde yürütülen butartışmalara katkı olabileceği düşüncesiyle ve tartışmanın perspektifinigenişletmek üzere ekonomi-politik bir pencere açmayı hedeflemiştir.Zira hukuki süreçlere de yön veren ekonomi-politik işleyiş izlenerek vesahanın açıklayıcı bilgisine müracaat edilerek, zorunlu arabuluculuğunbaşka bir açıdan görünümü ortaya konulmaya çalışılmıştır. Böylece işçiile işveren açısından aynı anlama gelebilecek bir arabuluculuğunolanaksızlığı, sınıf kuramı hatırlatılarak, somut veriler aracılığıylatartışılmıştır

  The Transformation of Unemployment Insurance in terms of Active Labour Market Policies

  Questioned by different perspectives at different levels during short history of capitalism, unemployment, as a socioeconomic fact and a crucial problem in the economy, has still been in existence. In addition to employment policies, compensating mechanisms based on insurance technique have been implemented to combat unemployment during over a century. Unemployment insurance implemented as a part of social security system in Turkey for a quarter century has been changed systematically and shifted semantically. Unemployment benefits have been used as a moderatig tool for active labour market policies rather than as a compensating mechanism from 2008 onwards. The basic philosophy of this transformation is compatible with neoliberal flexibility approach; aimthe is improving employability rather than creating new opportunities for employment. As a matter of fact Labour Agency, as a main actor of activating politics, responsible for the unemployment insurance fund officially is carried out training programs and courses by using the fund to improve employability to be consistent with the demands of market. Do unemployment benefits subjected to systematic interventions pollitically have the same function as it had in the beginning? This paper tries to give a satisfactory answer to such questions by examining activities of Labour Agency both in Tunceli province and in general.
