Soner, Omer; Celik, Erkan; Akyuz, Emre
The aim of this paper is to provide not only a hybrid theoretical methodology in multiple-attribute decision making problems but also a practical application in maritime transportation industry. The proposed hybrid approach integrates Analytic Hierarchy Process (AHP) method into VlseKriterijumska Optimizacijia I Kompromisno Resenje, (VIKOR) technique under interval type-2 fuzzy (IT2F) environment. While AHP and VIKOR provides a comprehensive framework to solve multiple-attribute decision making (MADM) problems in maritime transportation industry, the IT2F enables to deal with much uncertainty during linguistic assessment of decision-makers. The proposed approach is demonstrated with a hatch cover design selection problem since it has utmost importance in structure of bulk carrier ships to prevent water ingress and protect cargo form the external damages. Besides its robust theoretical insight, the paper has practical contribution to the naval engineers, classification societies and ship owners who have difficulty in deciding appropriate hatch cover type during construction of the ship.

- MakaleYalnız künye2017Scopus SJRQ1A cause and effect relationship model for location of temporary shelters in disaster operations management
Celik, Erkan
The aim of the location of temporary shelter directly is to focus on helping the sufferers and injured people on disaster areas during and after a disaster. Facility location (location of temporary shelters) decisions play a critical role and affect directly performance of relief operations in disaster operations management (DOM). In this paper, a proactive decision-making tool by integrating decision-making trail and evaluation laboratory (DEMATEL) method with interval type-2 fuzzy sets (IT2FSs) is proposed to locate of temporary location in DOM. While DEMATEL method enables to analyse cause and effect relationship in decision-making process, the IT2FSs overcome ambiguity and vagueness of linguistic assessment of decision-makers through the DEMATEL. 14 different criteria for location of temporary shelters are considered by 9 disaster operation managers for evaluating the cause and effect factors. Beside the theoretical contribution of the proposed method, it provides practical benefits to disaster operation managers to perceive cause and effect relationship on location of temporary shelters.

Most organizations in manufacturing environments aim to increase their profits and reduce costs against competitive and rapidly changing market conditions. Accuracy of sales forecasting is undoubtedly a successful way to reach the aforementioned goals. At the same time, this enables executives to improve customer satisfaction, reduce lost sales and plan production efficiently. As a growing industry in Turkey, furniture manufacturing has an increased product demand in relation to the recent growth in construction and related industries, increase in urban population and increase in person-level income. Therefore, accurate sales forecasting systems in this industry are more focused on the special and calendar factors, such as consumer confidence index, producer price index, time of the year and number of vacation days. In this paper, an artificial neural network (ANN) based forecasting model is proposed by using MATLAB for processing total monthly sales data of a corporate furniture manufacturer located in the Black Sea region of Turkey. The method is a component of ANN, namely Bayesian regularization. The proposed model is applied to monthly sales figures of a corporate furniture manufacturing company. In conclusion, the results of performance measures show that using the ANN model based on Bayesian rules training is an applicable choice for forecasting of monthly sales of the observed furniture factory.

- MakaleAçık Erişim2016Scopus SJRQ1A modified human reliability analysis for cargo operation in single point mooring (SPM) off-shore units
Akyuz, Emre; Celik, Erkan
A Single Point Mooring (SPM) unit is a widely recognised off-shore terminal facility in the marine industry since a considerable amount of liquid cargoes can easily be transferred into huge tankers such as VLCCs or ULCCs. Although the system presents high safety standards, any minor accidents due to human error may cause serious harm to the marine environment, human life and the commodity itself. Therefore, nominated crew on-board the tanker and the unit should be very careful during SPM cargo operations. At this point, human reliability plays a critical role in avoiding potential operational or technical failures. In this context, the aim of this paper is to perform a comprehensive human reliability assessment during cargo operations of an SPM unit to enhance maritime safety in off-shore units. The paper prompts a methodological extension of human error assessment and reduction technique (HEART) by incorporating interval type-2 fuzzy sets which overcome more of the uncertainty of experts' judgement and expression in decision-making. The proposed approach not only provides theoretical insight but practical contribution to human reliability assessment in the marine and off-shore industries. (C) 2016 Elsevier Ltd. - MakaleYalnız künye2016Scopus SJRQ1Emergency department performance evaluation by an integrated simulation and interval type-2 fuzzy MCDM-based scenario analysis
Gul, Muhammet; Celik, Erkan; Gumus, Alev Taskin; Guneri, Ali Fuat
Emergency departments (EDs) have an important position in healthcare system environment because of their serviceability to the patients with several illnesses and injuries at all hours of the day and night. Therefore, efficient management of these departments by executives and service providers is only possible with effective tools such as simulation. The concept of multiple criteria decision-making (MCDM) is applicable by computer simulation for decision analysis and performance evaluation of an ED. This study proposes an integration of computer simulation, MCDM methods of interval type-2 fuzzy analytic hierarchy process (IT2FAHP), and ELECTRE for an ED system in a university hospital. Due to the high uncertainty in ED operations, interval type-2 fuzzy sets (IT2FSs) are used in MCDM process. Consequently, the integrated method can be used as a useful tool to evaluate the ED performance and select the best scenario considering different numbers of nurses and doctors for three shifts.

- MakaleYalnız künye2016Scopus SJRQ1An outranking approach based on interval type-2 fuzzy sets to evaluate preparedness and response ability of non-governmental humanitarian relief organizations
Celik, Erkan; Gumus, Alev Taskin
After a disaster occurs, national and international non-governmental humanitarian relief organizations (NGOs), as well as the governmental humanitarian relief organizations (GOs), are involved in carrying out the humanitarian relief operations because of insufficiency in recourses such as lack of equipment and human resources. GOs and NGOs play a crucial role in preparedness and response to natural disasters, especially when available resources of them are not enough. The preparedness and response ability of GOs and NGOs aim to minimize the losses and number of affected people. Therefore, the preparedness and response ability of NGOs are becoming more important to support governmental relief activities. In this paper, a hybrid approach, that consists of interval type-2 fuzzy sets, AHP and PROMETHEE, is proposed to evaluate emergency preparedness and response ability performances of NGOs. The proposed hybrid approach is applied to NGOs in Turkey to evaluate their performances, and is conducted in three phases: (1) determination of critical success factors (CSFs) of humanitarian relief logistics management operations, (2) application of interval type-2 fuzzy AHP for obtaining importance weights of CSFs and (3) application of PROMETHEE based on interval type-2 fuzzy sets to evaluate preparedness and response abilities of NGOs. - MakaleAçık Erişim2015Scopus SJRQ1A fuzzy DEMATEL method to evaluate critical operational hazards during gas freeing process in crude oil tankers
Akyuz, Emre; Celik, Erkan
Gas freeing process in crude oil tanker ships is widely recognized one of the most hazardous aspects of shipboard operations. Although the process provides practical benefits to ship by removing the explosive or poisonous gases from the cargo tanks and raising the oxygen level up to 21 percent, the consequences of failure may cause serious damage to human health, marine environment and cargo. Therefore, the crew exercise utmost care and become aware of the potential hazards in gas freeing process. In this context, this paper provides a fuzzy DEMATEL (Decision Making Trial and Evaluation Laboratory) method to evaluate critical operational hazards in gas freeing process. While the DEMATEL method enables to identify and analyse the potential hazards of gas freeing process with respect to causal effect relation diagram, fuzzy sets deal with the uncertainty in decision-making and human judgements through the DEMATEL. Thus, the hybrid approach provides smart solution for safety practitioners to prevent critical hazards in gas freeing process. The results of the research will contribute to maritime safety at sea and prevention of environment pollution as well as loss of life on-board crude oil tankers ships. (C) 2015 Elsevier Ltd.
