EVALUATION OF IMPLEMENTATION STRATEGIES IN THE CONTEXT OF ZERO-WASTE CITY AND CIRCULAR ECONOMY CONCEPT

    Derse, Onur; Polat, Elifcan Göçmen

In recent years, there is a growing interest for waste systems in many countries around the world due to inevitable consequences of major environmental concerns. Urbanization, consumption styles, rapid developments of technologies have increased the consumption inevitably brings about the waste generation, which significantly poses risks to the environment. Although most papers have focused on waste management problems, there is a great gap of evaluation of implementation strategies for the zero-waste city and circular economy concepts. The goal “zero-waste” is strategically achieved with enriched engineering methods including all stakeholders to overcome the challenging waste issues. In this context, this study presents a systematic approach of implementing the policies and strategies focused on the most essential dimensions analysis associated with zero-waste and circular economy based on the PESTEL (political, economic, social, technological, environmental, and legal). In the study, Best-Worst Method (BWM) is first provided to evaluate a range of zero-waste implementation strategies which are essential for planners and policymakers. In addition, computational results are compared with the Stepwise Weight Assessment Ratio Analysis (SWARA), and the Fuzzy Analytical Hierarchy Process (F-AHP) methods to validate the results, and the results of the methods were found to be consistent. Environmental, economic and technological dimensions were obtained as the most influential strategies. According to the results of BWM and Fuzzy AHP methods, the four most important sub-strategies are S16 (Implementing a closed loop chain), S13 (Promoting sustainability), S5 (Investing in waste management infrastructure) and S12 (Green energy technologies). It is seen that these strategies are mostly environmental. According to the SWARA method, the most important sub-strategies under the economic dimension are S5, S4 (Providing economic incentives), and S6 (Development of green finance initiatives). The findings should also encourage the practitioners and researchers, as the detailed evaluation of strategies in terms of the zero-waste and circular economy provides a database to transform current cities into zero waste cities.

Evaluating sustainability of urban mobility of Asian cities: An integrated approach of interval type-2 fuzzy best-worst method and MULTIMOORA

Yucesan, Melih; Özkan, Barış; Mete, Suleyman; Gul, Muhammet; Özceylan, Eren

The motivation for sustainable urban mobility is driven by the need to create environmentally friendly, socially inclusive, economically viable, and healthier cities for current and future generations. It requires a comprehensive approach that combines infrastructure development, policy changes, behavioral shifts, and technological advancements to transform urban transportation systems. The importance of creating increasingly sustainable urban transportation is now greater than it has ever been. One of the attempts in this field is the sustainable urban transport index (SUTI) developed by the United Nations (UN). Although the SUTI has a comprehensive pool of criteria for the evaluation of mobility sustainability of cities, considering the criteria weights as equal and disregarding the uncertainties present in expert opinions is viewed as a significant drawback. To satisfy the aforementioned deficiency, a novel integrated approach including the best-worst method (BWM), multi-objective optimization by ratio analysis (MOORA) and MOORA plus full multiplicative form (MULTIMOORA) method is develloped and applied for the SUTI evaluation. In order to manage ambiguous linguistic approximations, the utilization of BWM is applied within the framework of interval type-2 fuzzy (IT2F) sets. While IT2F-BWM is used to prioritize the main and sub-indicators of SUTI, MULTIMOORA approach is applied to rank the Asian cities. The findings imply that the proposed approach not only provides a more scientific perspective but also provides the opportunity to perform sensitivity analysis on criteria weights. Therefore, the results obtained in this study are expected to help cities to create a road map for planning sustainable urban mobility (e.g. Sustainable Urban Mobility Plan).

Aykac, Yunus Emre; Yucesan, Melih; Gul, Muhammet

Solar energy stands out with its increasing potential in the world. The decision to choose the location of a solar power plant is very important due to the investment return. In this study, a solar power plant site selection for Tunceli, Turkey is studied with a two-stage multi-criteria decision-making approach. In the first stage, the importance levels of the determined nine factors are obtained by the best-worst method (BWM). In the second stage, the most appropriate site is selected among the eight districts of Tunceli. As a result of the first stage, solar and fault line emerged as the most and least important factor, respectively. The second stage showed that Pertek district is the most suitable place. A comparative framework has been created including five different MCDM methods, which strengthens the final decision's accuracy and reveals whether each method's results are correlated.

Konurhan, Zekeriya; Yucesan, Melih; Gul, Muhammet; Rezaei, J; Brunelli, M; Mohammadi, M

The world has recently tended to turn to renewable energy sources due to the serious negative impact of fossil fuels on the environment. One of the top priorities for solar energy is the selection of the most suitable location of the solar power plant to be established. In this study, the most suitable solar power plant location selection for Tunceli, a province located in the eastern part of Turkey, is studied with an approach based on Geographic Information System (GIS) and the best-worst method (BWM). A weighting was performed using the BWM model for 16 sub-criteria under four the main criteria of “climatic conditions, geographical conditions, land conditions, and location (distance to crucial points)”. Afterward, maps were created for these criteria, and a 6-point scale in the legends of each map for each sub-criteria was applied. Finally, the most suitable locations were determined with GIS-based calculations.

An IT2FBWM Model to Highlight the Significance of Factors Utilized in Determining Pandemic Hospital Site Selection

Aycin, Ejder; Kayapinar Kaya, Sema; Ecer, Fatih

The COVID-19 pandemic has spread to the world in a short time since its emergence in Wuhan, China, and mobilized international health authorities with its effects, continues its development seriously. Due to the fast spread of COVID-19, governments have made some decisions to build new temporary hospitals for patients infected with COVID-19. This situation increased the importance of the site selection process for a pandemic hospital during the current critical time. Site selection of a hospital can be considered as multi-criteria decision-making (MCDM) problem since it includes multiple factors. This paper applies an analytical tool for evaluating the criteria of the site selection of a pandemic hospital. For this purpose, the extended best–worst method with trapezoidal interval type-2 fuzzy numbers (IT2FBWM) is employed to determine the importance weights of the pandemic hospital site selection criteria. The paper’s findings point out that the IT2FBWM model can help decision-makers determine the importance weights of the criteria used in the pandemic hospital siting decisions.

A Multi-parameter Occupational Safety Risk Assessment Model for Chemicals in the University Laboratories by an MCDM Sorting Method

Gul, Muhammet; Yucesan, Melih; Karacahan, Mehmet Kayra

University laboratories are high-risk working environments where many chemicals coexist to conduct teaching and scientific research. The frequent occurrence of such chemical-related occupational accidents in recent times highlights the importance of ensuring these units’ safety in universities for researchers, students, workplaces, and institutions. In occupational safety risk assessment, very few studies have grouped risks. Many of them also ignored some important risk parameters. Overcoming these disadvantages, this study developed a multi-parameter and multi-criteria decision-making (MCDM) sorting-based methodology for the occupational safety risk assessment of chemicals in a university laboratory. First, six different risk parameters (probability, severity, exposure, detectability, worsening factor, sensitivity to non-usage of personal protective equipment) were determined. The weight value was calculated using the best–worst method (BWM). Then, a risk priority value and classification for each chemical with TOPSIS-Sort, the MCDM sorting method. Finally, some control measures are recommended to reduce the safety risk of the laboratory. The applicability of the proposed methodology has been tested with a real case study. The methodology is intended to adapt to university laboratories’ risk assessment and become a primary reference for university safety analysts.

Occupational health, safety and environmental risk assessment in textile production industry through a Bayesian BWM-VIKOR approach

Ak, M. Fatih; Yucesan, Melih; Gul, Muhammet

Occupational risk assessment (ORA) is a process that consists of evaluating, ranking, and classifying the hazards and associated risks arising in any workplace from the viewpoint of occupational health and safety. Many ORA methods have been proposed in the literature, from a single independent expert to participatory methodologies made by group decision and simple to complex ones. In this paper, a holistic ORA is presented, which uses two important multi-attribute decision methods named Bayesian Best-Worst Method (Bayesian BWM) and VIseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR). Bayesian BWM is used to determine the importance weights of six different assessment criteria, which are the probability of hazardous event (P), frequency (F), severity (S), detectability (D), cost (C) and sensitivity not to use personal protective equipment (SNP). Since the classical BWM finds solution to the weights of a number of criteria from only one expert's judgment, Bayesian BWM is preferred in this paper (1) to enable participation of a group of experts, (2) to aggregate the preferences of these multiple experts into consensus without loss of information and (3) to follow a probabilistic way for solving the ORA problem. The hazards are then ranked by VIKOR. The approach is implemented in the ORA process of a textile production plant. Results of risk analysis showed that electricity hazard and associated risks constitute the highest risk ratings. These hazards arise from the product, process, human and working environment. The associated risks are evaluated, prioritized, and detailed control measures are proposed. This study made comparisons with the classical BWM-VIKOR approach to demonstrate the proposed approach's difference and practicality. Results can also help practitioners and risk analysts in formulating the improvement measures to increase the overall safety of the working environment further.

Hazard identification, risk assessment and control for dam construction safety using an integrated BWM and MARCOS approach under interval type-2 fuzzy sets environment

    Celik, Erkan; Gul, Muhammet

Undoubtedly, dams are one of the projects developed by people to make optimal water use and generate hydroelectric energy power. In addition to the importance of detailed project planning, faultless production, and optimal working conditions in dam constructions, it is equally important to identify and analyze the risks from the occupational health and safety (OHS) perspective that may arise during construction and operation. In this context, hazard identification, risk analysis, and control, which are the main issues of dam safety, have gained importance. In this study, a novel approach is developed for dam construction safety. Two newly proposed multi-criteria decision-making (MCDM) methods of “Best-Worst Method-BWM” and “measurement of alternatives and ranking to Compromise solution-MARCOS”, are merged under the context of interval type-2 fuzzy sets (IT2FSs). Severity and probability, two essential parameters of the risk score, have been weighted using BWM. Subsequently, the priority orders of hazards have been determined by the MARCOS. In implementing the approach to the blasting process in dam construction, several control measures are suggested for stakeholders. Some comparative works and sensitivity analyses are performed to test the approach's validity and solidity from the methodological viewpoint.

Green supplier selection for textile industry: a case study using BWM-TODIM integration under interval type-2 fuzzy sets

Celik, Erkan; Yucesan, Melih; Gul, Muhammet

Although environmental awareness has reached a high level, enterprises—regardless of their working domains—follow the concept of greenness for their practices. This awareness among the stakeholders and supply chain experts has a positive impact on the purchasing departments of enterprises in various sectors to consider greenness in their procurement processes. The critical decision that must be made in green supply chain management (GSCM) is supplier selection. In the textile industry, a highly competitive market in recent years, suppliers for this industry have crucial roles in business activities considering environmental issues. Therefore, green supplier selection (GSS) in the textile industry is considered a must-be process for the stakeholders. In this study, a GSS problem is tackled as a multi-criteria decision process. Best worst method (BWM) and TODIM (an acronym in Portuguese of interactive and multi-criteria decision-making) methods are merged under an improved fuzzy concept of interval type-2 fuzzy sets (IT2FSs). In determining green suppliers’ evaluation criteria, BWM with interval type-2 fuzzy numbers (IT2F-BWM) is used. In selecting green suppliers, an interval type-2 fuzzy TODIM (IT2F-TODIM) is applied. Considering the characteristics of IT2FSs, BWM, and TODIM methods either individually and in integrated style, the proposed approach can handle uncertainty in the decision-making of GSS. To demonstrate the applicability of the approach, a case study in the Turkish textile industry is performed. Three green supplier alternatives (S1, S2, and S3) are assessed under forty-two sub-criteria. The study shows the most significant sub-criteria are recognized as dye and print quality, product design and pattern suitability, profit on the product, variation in price, and purchase cost. S2 green supplier has been selected as the most appropriate one. A sensitivity analysis is also fulfilled to check variation in the ranking of green suppliers.

Assessment of occupational risks from human health and environmental perspectives: a new integrated approach and its application using fuzzy BWM and fuzzy MAIRCA

    Gul, Muhammet; Ak, M. Fatih

Occupational safety issues encountered in the worksite environment are the issues that companies should consider in improving their operations with a view to human health and environmental awareness. Many methods with different rationales have been existed in the literature to prioritize hazards according to their risk levels and to mitigate their consequences. In this study, a new model is developed for occupational risk assessment by merging two well-known multi-criteria decision-making methods named best and worst method (BWM) and multi attribute ideal real comparative analysis (MAIRCA) under fuzzy environment. The proposed model differentiates from other similar models by three aspects. First, it considers severity of a hazard and its associated risk from the human and environmental riskiness perspectives. Secondly, it applies fuzzy BWM (F-BWM) to calculate the relative importance of three risk factors named as “probability, frequency and severity” of traditional Fine–Kinney method. Thirdly, it applies fuzzy MAIRCA (F-MAIRCA) to rank hazards according to their risk level using importance values obtained by F-BWM. To show applicability of the approach, a case study of risk assessment in a marble factory is fulfilled. Additionally, a number of validation studies including benchmarking analysis with fuzzy VIKOR and fuzzy TOPSIS methods; a sensitivity analysis by varying importance weights of risk factors are carried out to highlight the solidity of the proposed approach.

An integrated best-worst and interval type-2 fuzzy TOPSIS methodology for green supplier selection

Yucesan, Melih; Mete, Suleyman; Serin, Faruk; Celik, Erkan; Gul, Muhammet

Supplier selection is one of the most important multi-criteria decision-making (MCDM) problems for decision-makers in the competitive market. Today's organizations are seeking new ways to reduce the negative effects they have on the environment and to achieve a greener system. Currently, the concept of green supplier selection has gained great importance for its ability to incorporate environmental or green criteria into classical supplier selection practices. Therefore, in this study, a multi-phase MCDM model based on the best-worst method (BWM) and the interval type-2 fuzzy technique for order preference by similarity to ideal solution (IT2F TOPSIS) is proposed. A case study in a plastic injection molding facility in Turkey was carried out to show the applicability of the proposed integrated methodology. The paper offers insights into decision-making, methodology, and managerial implications. Results of the case study are examined and suggestions for future research are provided.
