Risk yönetimi performansı kriterlerinin önem ağırlıklarını belirlemede AHP (Analytical Hierarchy Process) yöntemi ve illerin hazırlık düzeyinin karşılaştırılması için TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) yöntemiyle sıralama yapılmıştır.

Application of GIS in Flood Risk Analysis and Mitigation Strategies: The Case of Uluova and İkitepe Streams

    Korkmaz, Meral; Uymaz, Muhammed

In recent years, the frequency and severity of floods have increased significantly due to the effects of global climate change, leading to serious economic and social losses, particularly in agricultural production areas. Floods not only damage cultivated lands but also negatively affect the livelihoods and socio-economic structures of local communities. This situation necessitates accurate identification of flood risk in agricultural areas and timely implementation of appropriate mitigation measures. In this study, flood risk was investigated in agricultural lands surrounding the Uluova Stream located between Doğankuş, Karşıbağ, and the Keban Dam and the İkitepe Stream, which flows through the center of Mollakendi in Elazığ Province, Türkiye. These areas are characterized by intensive agricultural activities. Using Geographic Information Systems (GIS), seven key parameters distance to streams, land use, aspect, slope, soil structure, precipitation, and geological features were analyzed, and corresponding thematic maps were generated. Flood risk levels were determined through spatial analysis and classification of these parameters using ArcGIS software. Based on the results, areas with high flood risk were identified, and both structural and non-structural mitigation measures were proposed for these zones. The findings offer valuable insights to support sustainable agricultural production and rural development by minimizing potential flood damages and reducing associated economic risks in the region.

YOLOv8 for Road DamageRecognition: Deep Learning-Based Segmentation and Detection System

    Agdas, Mehmet Tevfik; Arik, Kaan

Road surface detection is critical for improving traffic safety and reducing road maintenance costs. Because traditional methods are time-consuming and costly, deep learning-based image processing techniques offer an important alternative in this field. This study aims to develop a model that automates the detection and segmentation of road surface defects such as potholes, manhole covers, and culverts using deep-learning-based image processing techniques. In this study, a dataset previously used in the literature was preferred. It was observed that object detection was performed using a dataset from the literature. In this study, both object detection and object segmentation were performed using different parameters. To prove the success of object segmentation, both object detection and segmentation were performed using the YOLOv8 algorithm, which has previously obtained successful results. AdamW optimization and Auto Batch parameters were selected for this study. With these parameters, object detection was first performed with the YOLOv8s model, which is one of the variances of the YOLOv8 algorithm with the most successful results in the literature, and a successful 92.8% mAP@50 performance value was obtained according to the sources in the literature. In this study, the YOLOv8n, YOLOv8s, YOLOv8m, and YOLOv8l variance models of the YOLOv8 algorithm were used with the preferred parameters, and segmentation was performed. In object segmentation, a map@50 performance value of 90.9% in all classes and 99.1% in culverts was obtained using the YOLOv8l model. A map@50 performance value of 89.1% for pothole segmentation and 88% for manhole cover segmentation was obtained using the YOLOv8s model. The results of the analyses showed consistency in precision and recall values. These findings contribute significantly to improving road safety, reducing maintenance costs, and supporting sustainable urban infrastructure. Future research could explore integrating multiple data sources and adapt these models to more complex road conditions.

Earthquake Hazard in Urban Areas of Bursa Province: Paleosismological Properties of the Ulubat, Bursa and İnegöl Active Faults

    Karabacak, Volkan; Sançar, Taylan

This study provides a detailed mapping of active fault segments in Bursa and its surrounding regions, along with a comprehensive analysis of seismic behavior derived from paleoseismological data. As one of T & uuml;rkiyes' strategic economic centers with a dense population and industrial infrastructure, Bursa requires a holistic seismic risk assessment for effective disaster preparedness and mitigation. Paleoseismological analyses of the eastern segment of the Ulubat Fault indicate that it has been in a seismic quiescence period for approximately 1855 years. This prolonged period of inactivity highlights the potential for a large earthquake in the future around the Nil & uuml;fer Region of Bursa. Trench investigations conducted in Bursa city-centre reveal that the Bursa Fault has produced at least six surface ruptures over the past 12000 years, recurring approximately every 2000 years. Additionally, trench studies on the & Idot;neg & ouml;l Fault indicate that the & Idot;neg & ouml;l Fault has produced at least five surface ruptures over the last 12000 years, with the most recent major earthquake occurring more than 2500 years ago. Obtained results emphasize the potential for the Bursa and & Idot;neg & ouml;l faults to rupture simultaneously or in close succession, possibly triggering one another. Thus, the surface rupture caused by the 1855 Bursa earthquake is evaluated to have potentially triggered stress accumulation along the & Idot;neg & ouml;l Fault. This situation reveals a high probability of a surface-rupturing earthquake (M=6.2-6.9) occurring at any time on the & Idot;neg & ouml;l Fault, after 2500 years of seismic silence. Overall, these findings underscore the critical role of the faults in Bursa and its surroundings within the regional seismicity. In particular, the potential for sequential ruptures along the Bursa and & Idot;neg & ouml;l faults presents a significant earthquake hazard. This comprehensive analysis contributes to a deeper understanding of the seismotectonic dynamics of the region, providing valuable insights for seismic hazard assessment and risk mitigation efforts.

    ESER, Nazlı; BİLİCİ, Ebru

Ecotourism has emerged as an alternative form of tourism that brings together urban dwellers and forest villagers, while also promoting the sustainability of forest resources. This study aimed to identify the key factors influencing ecotourism in forest villages and to determine the most suitable areas based on these factors. Giresun province served as the study area, where we collected data through interviews with stakeholders and industry professionals. The collected data were analysed using the SPSS23 program and the AHP analysis, which resulted in the identification of influential factors and the mapping of suitable ecotourism areas using ArcGIS 10.8. As a result of the Kolmogorov-Smirnov and Shapiro-Wilk tests, it was observed that the data showed a normal distribution and there was a significant relationship between the variables (p > 0,05). The findings from the interviews revealed that ecotourism can serve as a significant source of income and be pursued as a full-time occupation. Furthermore, it was determined that 50 forest villages in Giresun are situated within the most suitable ecotourism area. Based on the comprehensive analyses conducted, this study will establish an economically viable access road to the forest village, facilitating optimal land-use planning in the designated areas.

Evaluation of the seismic response of reinforced concrete buildings in the light of lessons learned from the February 6, 2023, Kahramanmaraş, Türkiye earthquake sequences

Yön, Burak; Dedeoğlu, İbrahim Özgür; Yetkin, Musa; Erkek, Hakan; Calayır, Yusuf

On 6 February 2023, two significant seismic events occurred in the southeastern region of Türkiye. The seismic activity, which was perceptible in numerous countries beyond Türkiye, resulted in a considerable number of fatalities. A considerable number of individuals lost their lives and were rendered homeless as a result of the disaster. Two of the most significant factors contributing to the occurrence of these tragedies are the magnitude of the earthquake and structural deficiencies. The present study is concerned with a detailed analysis of these two factors. This study initially considers the seismicity of the region where the earthquakes that occurred on 6 February 2023 took place, as well as the seismic characteristics of these earthquakes. Subsequently, the findings of the field studies conducted in Hatay, Adıyaman, Kahramanmaraş and Malatya, the cities where the earthquakes caused the most destruction, are presented. The objective of the field study is to ascertain the collapse patterns, structural damages and the factors influencing these damages in reinforced concrete structures in the region. The primary causes of damage to structures can be attributed to several factors, including the presence of a strong beam-weak column mechanism, the soft story-weak story mechanism, the pounding effect, the short column damage, the long cantilever and overhangs, the short beam damage, the buckling damage, the torsion effect, the quality of the materials, the insufficient transverse reinforcement, the compressive failure due to over-reinforcement, the corrosion effect, the damage to reinforced concrete shear walls, the infill wall damage, and the damage caused by the soil and foundation system. These causes have been evaluated and recommendations have been formulated to prevent structural damage.

Deep learning-based hybrid traffic flow prediction model for freight transport

Utku, Anıl; Kaya, Sema Kayapinar; Can, Umit

Urban freight transportation is crucial to sustaining domestic and international trade and fulfilling the regular requirements of community companies and customers. Therefore, this study developed an efficient convolutional neural network (CNN) and long short-term memory (LSTM) based hybrid deep learning model for predicting traffic flow in freight transportation. The number of freight trucks that would travel along 663 Street in Anderlecht, Belgium, and their average speed was predicted. The created model was compared with support vector machine (SVM), linear regression (LR), multilayer perceptron (MLP), random forest (RF), LSTM, and CNN using the success measures. The critical finding of this study is that combining the feature extraction ability of the 1D CNN model with the learning ability of the LSTM model from multivariate traffic data increases the traffic density prediction success compared to other traditional methods. Based on the results of the experiments, the CNN-LSTM model outperformed all the other models employed in this study. With this model, freight density can be successfully predicted, assisting in planning freight transport activities.

Automatic Segmentation of Asphalt Cracks on Highways After Large-Scale and Severe Earthquakes Using Deep Learning-Based Approaches

Yilmaz, Mehmet; Yalcin, Erkut; Demir, Fatih; Ozdemir, Ahmet Munir; Atar, Muhammed; Gunes, Aysegul; Furtana Yalcin, Beyza; Cambay, Ertugrul

This study develops a deep learning-based automated system for detecting and segmenting earthquake-induced asphalt cracks, offering a rapid and reliable solution for post-disaster road condition assessments. Unlike traditional manual inspections, which are time-consuming and error-prone, our approach leverages advanced segmentation techniques to ensure accurate, pixel-level classification of various crack types. The main challenge of this study was determining the damage caused to highways by earthquakes with magnitudes greater than 7.0, which occur approximately once every 200 years. The most crucial step in the automatic detection of these damages is the reliable preparation of a high-accuracy dataset. To achieve this, pixel-based labels were created by experts in the construction field by analyzing each pixel value. Following two major earthquakes, a unique dataset for segmenting roadway deterioration was created through intensive and detailed studies. This study aims to present the performance results of popular deep learning-based segmentation models in an unbiased manner, providing a feasible infrastructure for future real-time applications. The innovative aspect of this research lies in the creation of a unique post-earthquake dataset, collected and labeled from highways affected by the February 6, 2023 earthquakes in Turkey (Mw = 7.7 and Mw = 7.6). Deep learning models, including SegNet, Attention SegNet, U-Net, FCN (8s), and DeepLab, were trained and tested on this dataset. Among these, the SegNet model achieved the best performance with an average accuracy of 86.72%, precision of 92.99%, and sensitivity of 78.45%. By demonstrating superior performance metrics compared to existing methods, this study provides a robust framework for future infrastructure monitoring and maintenance strategies, ensuring safer and more resilient transportation networks in disaster-prone regions.

Airbnbfication and gentrification from the perspective of rent gap theory: the case of Beyoğlu, Istanbul

    Çobangil, Orçun; Ateş, Erdem

This paper examines how Airbnbification affects the rental market in Istanbul's historic Beyoğlu district using rent gap theory. Given Turkey's recent soaring inflation rates, special emphasis is placed on inflation, aligning with Neil Smith's focus on its impact on rent gap formation. Beyoğlu's history and urban development in the context of neoliberalisation of Istanbul are considered, highlighting why it alone hosts 15.36% of Turkey's Airbnb listings. The analysis proceeds in four stages: first, by comparing long-term rental incomes with Airbnb revenues; second, by assessing inflation and rental growth rates; third, using Pearson correlation to analyse inflation and Airbnbification; and finally, employing the Vector Error Correction Model (VECM) to explore both short- and long-term relationships and Granger causality. These findings suggest Airbnb listings, rising rents, and inflation contribute to the ongoing rent gap, positioning Airbnbification as the latest phase of Beyoğlu's gentrification.

Municipal Solid Waste Landfill Site Selection: Integrating Multi-Criteria Decision-Making Methods and Mathematical Modelling-A Case Study

    Derse, Onur; Polat, Elifcan Göçmen

Increasing solid waste amount arisen from the urbanization and population growth is an inevitable outcome in many countries. Solid waste has become one of the serious environmental problems and peculiar solid waste pathways are required to prevent contamination of environment. The optimal planning of the waste management should comprise the operations such as minimization, collection, landfilling and recycling of the waste. Also, location selection for landfill of municipal solid waste (MSW) is an effective step even essential, due to growing area shortage for waste disposal. In this respect, landfilling of MSW has been addressed in Tunceli, Turkey using an integrated approach. The Fuzzy Analytical Hierarchy Process (Fuzzy-AHP), a multi-criteria decision-making (MCDM) method, is utilized to decide the weights of the environmental, technical, economic, and social criteria regarding uncertainty. Then, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is conducted to rank the alternative landfill districts. Finally, the sub locations of selected district are mathematical modelled regarding transport cost, investment cost and demand with an integer linear programming model. The computational results indicate the proposed method effectiveness with a systematic approach by integrating MCDM and mathematical modelling.

Monitoring of organic micropollutant behavior and fate in a full-scale conventional biological urban wastewater treatment plant

    Demirbilek, D.; İpek, U.; Yetis, U.

Organic micropollutants, found at trace levels in nature, are causing significant concern due to their toxic, carcinogenic, and mutagenic effects. In this study, the fate and removal of organic micropollutants were monitored covering all seasons in an urban wastewater treatment plant in Turkey. The plant influent, effluent, and aeration basin were sampled seven times in the years of 2019–2020; and three surfactants (linear alkylbenzene sulfonate, nonylphenol mono-di-ethoxylate, nonylphenol), polychlorinated biphenyls and polyaromatic hydrocarbons were monitored in this context. The plant was being operated in the endogenous respiration phase during the monitoring period without sludge removal. Results obtained showed that the highest NH3-N removal (41%) of the study period was realized in March when the lowest mixed liquid volatile suspended solids value (380 mg/L) and the lowest sludge age were observed. In this month, the highest organic micropollutants removal efficiency was obtained in relation to the increased metabolic activity. On the other hand, in August, when the highest mixed liquid volatile suspended solids value (1,750 mg/L) was observed, the lowest organic micropollutants removal was recorded, with the lowest NH3-N removal (6%). The removal of linear alkylbenzene sulfonate and nonylphenol mono-di-ethoxylate was high during the period, and microorganisms could metabolize these pollutants efficiently. Polychlorinated biphenyls, polyaromatic hydrocarbons, and nonylphenol were resistant to metabolic degradation, so they were present in high amounts at various stages of the treatment process. Due to the poor plant treatment performance, a high quantity of organic micropollutants was discharged into the receiving environment.

EVALUATION OF IMPLEMENTATION STRATEGIES IN THE CONTEXT OF ZERO-WASTE CITY AND CIRCULAR ECONOMY CONCEPT

    Derse, Onur; Polat, Elifcan Göçmen

In recent years, there is a growing interest for waste systems in many countries around the world due to inevitable consequences of major environmental concerns. Urbanization, consumption styles, rapid developments of technologies have increased the consumption inevitably brings about the waste generation, which significantly poses risks to the environment. Although most papers have focused on waste management problems, there is a great gap of evaluation of implementation strategies for the zero-waste city and circular economy concepts. The goal “zero-waste” is strategically achieved with enriched engineering methods including all stakeholders to overcome the challenging waste issues. In this context, this study presents a systematic approach of implementing the policies and strategies focused on the most essential dimensions analysis associated with zero-waste and circular economy based on the PESTEL (political, economic, social, technological, environmental, and legal). In the study, Best-Worst Method (BWM) is first provided to evaluate a range of zero-waste implementation strategies which are essential for planners and policymakers. In addition, computational results are compared with the Stepwise Weight Assessment Ratio Analysis (SWARA), and the Fuzzy Analytical Hierarchy Process (F-AHP) methods to validate the results, and the results of the methods were found to be consistent. Environmental, economic and technological dimensions were obtained as the most influential strategies. According to the results of BWM and Fuzzy AHP methods, the four most important sub-strategies are S16 (Implementing a closed loop chain), S13 (Promoting sustainability), S5 (Investing in waste management infrastructure) and S12 (Green energy technologies). It is seen that these strategies are mostly environmental. According to the SWARA method, the most important sub-strategies under the economic dimension are S5, S4 (Providing economic incentives), and S6 (Development of green finance initiatives). The findings should also encourage the practitioners and researchers, as the detailed evaluation of strategies in terms of the zero-waste and circular economy provides a database to transform current cities into zero waste cities.

Façade lighting designs in historical buildings: The case of Mersin Kızkalesi

    Özcan, Gizem Nur; Akar, Tuba

This study discusses the illumination of cultural assets, a live topic worldwide. While any kind of lighting demands expertise, the situation becomes more sensitive in historical building lighting. The necessity of this study is due to the inadequacy of design approaches for historical building lighting, which is becoming increasingly widespread in Türkiye. Lighting examples in the world and in Türkiye are examined and positive-negative aspects identified. The examples are evaluated in terms of various criteria such as illuminance levels, colour, accents, visual order, and architectural suitability, and the necessary criteria for lighting design were established. Based on the theoretical background of the study, a lighting design process has been defined for Kızkalesi. The lighting design proposal was developed not only for touristic and architectural purposes, but also in line with basic principles such as increasing the night visibility of the cultural asset, revealing the values of the structure, and taking into account ecological sensitivities, environmental management, and light pollution. It is thought that this plan, which defines how the process should be handled from beginning to end and which experts and actors should guide the process, can also be helpful in the illumination process of other historical buildings.

Güler, Mustafa; Samastı, Mesut; Yücesan, Melih; Gül, Muhammet; Çelik, Erkan; Ciner, Miraç Nur; Algorabi, Ömer

The rapid increase in municipal solid waste (MSW) generation, driven by population growth and unplanned urbanization, has made the location of organic waste collection and disposal facilities a critical issue for metropolitan cities. Improper waste management practices threaten environmental sustainability, human health, and urban futures. This study applies multicriteria decision-making (MCDM) methods to identify the optimal placement for a central composting facility in Istanbul. A novel MCDM mechanism was developed, building on existing methods and addressing a gap in the literature. While determining the criteria, academic studies on this subject were researched in depth and the criteria used in these studies were brought together to obtain 28 criteria. The study assessed 28 criteria using the Bayesian Best-Worst Method (BWM) to determine their relative importance. These weights were then integrated into a Geographic Information System (GIS) to produce a suitability map, highlighting the most appropriate locations for the facility. Based on this analysis, the Çatalca Karacabey region was identified as the optimal site, ensuring reduced environmental impact and improved efficiency in organic waste management. The study contributes both theoretically and practically to the field, offering a robust framework for sustainable waste facility siting and providing actionable insights for urban governance. The study provides valuable insights for facility siting and urban governance, while highlighting areas for future research.

A new lightweight convolutional neural network model for detecting drivable road regions

Doğan, Gürkan; Uyanık, Hakan; Ergen, Burhan

Nowadays, due to the rapid increase in the number of autonomous vehicles on the market, the safe navigation of these vehicles in drivable road areas has become extremely important. One of the most crucial factors in ensuring safe navigation is addressing the detection of drivable road areas as a task of semantic segmentation. Considering that autonomous vehicles are modular, the algorithm to perform this task must have the optimum trade-off in terms of lightweight, computational complexity, and segmentation accuracy. In this study, RoNet, a new model based on convolutional neural networks that provides an optimum trade-off for the detection of drivable road regions, was designed and proposed. The standard convolution types for the encoder and decoder bottleneck module of the RoNet model, as well as the spatial edge attention mechanism, have been optimized by developing asymmetric convolution types using asymmetric atrous convolution, asymmetric convolution types using Prewitt and Sobel kernels. Spatial edge attention mechanism is designed to reduce the loss of detailed information in small-resolution feature maps. In experimental tests performed with CamVid and FUVid datasets, RoNet achieved a better trade-off in terms of segmentation accuracy, number of parameters, and computational complexity compared to other state-of-the-art methods.

An Investigation on Faulty Renovation Practice in Hotel Facility Management: Adıyaman Grand Isias Hotel (GIO) Example

    Ceylan, Ebru Nalan

The facility management approach in hotels differs between organizations. Different issues need to be taken into account in the design, construction, operation and renovation of tourism accommodation facilities. As a result of the earthquake disaster that took place on February 6, 2023, it was seen how unprepared we were in terms of safe buildings. The loss of life at GIO in Adıyaman, which initially creates the perception that it is new to its customers, prioritizes drawing attention to this issue in terms of hotels. The aim of the study is to make suggestions to the project management process of medium-sized hotels that need renovation and are mostly operated by the owners, and to raise awareness in determining their priorities. The method of the study is case study. Within this study, the significance of renovation as a hotel facility management tool will be discussed through literature research, and the improper practices at GIO will be examined by conducting a case study. Information was obtained through the hotel's web page, by scanning the news published on the internet and by examining the report prepared by the academicians who were assigned as experts in the case process. The fact that the building's license projects could not be accessed and the business owner could not be contacted limited the case study. It has been suggested that facility management expertise should be used in the renovation management of medium-sized hotels, which are mostly managed by the owners.

Traditional and Local Data Usage in Boutique Hotels; Kerme Ottoman Konak

Güngör, Gizem Nur; Ceylan, Ebru Nalan

Boutique hotels furnished stylish are one of the types of accommodation facilities. Quality design and architectural features are the basic values that boutique hotels should provide. In today's architecture, steps need to be taken to keep traditional and local architecture alive. In some cases, it is thought that being inspired by traditional and local architecture as a concept in boutique hotel design, will contribute to the preservation of cultural heritage, beyond imitation and copying. Design processes based on data consisting of both natural and cultural elements have a high potential to ensure the protection and sustainability of cultural heritage. In this context, the use of traditional and local data in boutique hotels is examined through the example of Kerme Ottoman Konak in Muğla Akyaka. The hotel was designed as a museum, equipped with Seljuk, Ottoman and local architectural elements, in order to promote the traditional architectural design culture on a global scale and in compliance with the design parameters added to the zoning rules as a result of Nail Çakırhan houses receiving award for successfully interpreting the traditional. In the study, a case study was conducted. The data was obtained through on-site investigations and from the hotel's website. Spatial design was analyzed within the framework of Ching's concepts of "architecture, form, space and order". The design principles, which include the blending of tradition, locality and modernity in relation to Nail Çakırhan's architecture, are schematized and presented. According to the findings, it has been determined that the hotel is a boutique hotel that can be shown as an example in terms of sustainability in the protection and preservation of cultural heritage with its architectural shaping, interior design, material and furnishing usage, which includes elements from Seljuk, Ottoman and local cultures.

Hybrid ConvLSTM Model for Wind Speed Prediction: A Case Study for India's Highest Wind Speed Cities

    Utku, Anıl; Akyol, Sinem

Wind speed prediction is very important for logistics, energy production and renewable energy sources, aviation and maritime, agriculture, disaster management, environmental monitoring, construction, life planning and economic activities. In this study, it was aimed to predict the wind speeds of Jaisalmer, Kochi, Mangalore, Puri and Rameswaram, which are among the cities with the highest wind speeds in India. ConvLSTM hybrid model was developed by taking advantage of the effective features of CNN and LSTM models for wind speed prediction. With ConvLSTM, it is aimed to better determine the dynamics of wind speed by processing spatial and temporal data simultaneously. ConvLSTM has been extensively tested using an approximately 15-year hourly dataset consisting of RF, SVM, ANFIS, CNN and LSTM and wind speed measurements at 10 meters and 100 meters’ altitudes. Experimental results show that ConvLSTM has R2 values above 0.9 for almost all of the city and wind speed parameters, and outperforms the compared models with the lowest error values in terms of RMSE and MAE error metrics.
