- MakaleYalnız künye2017Scopus SJRQ2The anatomical and micromorphological properties of three endemic and medicinal Salvia species (Lamiaceae) in Erzincan (Turkey)
Polat, R.; Cakilcioglu, U.; Selvi, S.; Türkmen, Z.; Kandemir, A.
In this study, we comparatively investigated three endemic Salvia species spreading in Erzincan (Turkey) in terms of anatomy and micromorphology. For anatomical investigation, cross sections taken from stems and leaves of the species were examined under light microscope. For micromorphological investigation, epidermal surface and nutlet structure were examined using scanning electron microscopy. The S. euphratica and S. divaricata species were examined anatomically and micromorphologically for the first time, and S. hypargea was examined micromorphologically for the first time. In anatomical examinations, it was seen that stem and leaf structures of the species were similar. In micromorphological analyses, it has been seen that hairiness of the nutlet surface and nutlet ornamentations (verrucate and rugose type) created a difference between the species.

Akkoyunlu, Atilla; Avsar, Yasar; Erguven, Gokhan Onder
The objective of this study is to analyze the time processes of hazardous waste management (HWM) in Turkey. There should be a holistic evaluation of a country's hazardous waste management program in terms of theoretical qualifications, best practice applications, and, of course, problems and their solutions. This paper offers a similar approach to evaluate HWM in compliance with the European Union under the laws of environmental applications. In 2010, 786,418 tons of hazardous waste (HW) were produced in Turkey. Of this, around 18% is sent to municipal garbage dumps, 0.6% is burned, and the remaining 81.4% is disposed of by other methods (such as controlled landfill or haphazard throwaways). - MakaleYalnız künye2017Scopus SJRQ2Occupational health and safety risk assessment in hospitals: A case study using two-stage fuzzy multi-criteria approach
Gul, Muhammet; Ak, M. Fatih; Guneri, Ali Fuat
Occupational Health and Safety (OHS) is a basis to reduce occupational accidents in an acceptable level, and it covers employee health, safety, and welfare in the workplaces. Hospitals as the largest employer group in healthcare industry in Turkey face major hazards categorized as chemical, biological, physical, ergonomic, and psychosocial risks. Although Turkey demonstrates rapid economic growth, OHS practices have not been fully put into practice, and necessary attention has not been paid to the health industry. For this reason, this paper aims to assess risks for health staff, contribute for planning of health services, and enhance regulations. A case study was carried out in a leading hospital in Turkey using a two-stage fuzzy multi-criteria approach, which provides more consistency in decision-making process and gives an appropriate final rank of hazard types. Fuzzy Analytic Hierarchy Process (FAHP) is used in weighing five risk parameters, which are severity, occurrence, undetectability, sensitivity to maintenance non-execution, and sensitivity to personal protective equipment (PPE) non-utilization. The fuzzy VIKOR (FVIKOR) approach is then applied for prioritization of hazard types in each department of the hospital. On conclusion of the hazard control hierarchy, measures are overtaken for the hazards, and areas open for improvement are presented.

Zabci, Cengiz; Akyüz, H. Serdar; Sançar, Taylan
The North Anatolian Fault showed a remarkable seismic activity especially between 1939 and 1999, when the westward migrating earthquake sequence created surface ruptures more than 1000 km, leaving unbroken only the Marmara segments, to the west, and the Yedisu Segment, to the east along the main strand of the fault. To understand the palaeoseismicity of the Yedisu Seismic Gap, we undertook trench investigations close to the village of Balaban SarA +/- kaya, on the western part of the Yedisu Segment. We found evidence for at least five surface faulting earthquakes, from which only two are correlated with the 18 July 1784 CE and 27 June 1583 CE historical events. Although the surface rupture of the 1784 CE was reported by other trench studies, the evidence of 1583 CE event is presented for the first time. In consideration with other historical earthquakes, affecting the region east of Erzincan, we suggest that this particular section of the North Anatolian Fault may be in a seismically quiescent period, following a cluster of earthquakes in its near history. In order to test this hypothesis, further studies are needed to increase our knowledge on the temporal and spatial seismic behaviour of the Yedisu Segment, which has potential to create an earthquake with M (w) similar to 7.2 in the near future.

- MakaleYalnız künye2017PROJECT MANAGEMENT IN HEALTHCARE: A CASE STUDY FOR PATIENT FLOW EVALUATION IN AN EMERGENCY ROOM USING FUZZY CPM AND FUZZY PERT
Gül, Muhammet; Güneri, Ali Fuat; Günes, Gizem
An ideal healthcare system is considered as a system that provides the most quality service level, lower costs and unlimited access. Any delay in patient flow may result in undesired consequences and losses in healthcare facilities such as hospitals and their sub units. Project management is defined as application of techniques to project activities to meet the project requirements. It has techniques that can help healthcare facilities and units standardize care and quality, reduce costs, improve effectiveness and decrease prolonged waits. The current study is carried out in an emergency department of a university hospital to understand the patient flow of the department with respect to the Fuzzy Critical Path Method (FCPM) and Fuzzy Program Evaluation Review Technique (FPERT). The reason for incorporating fuzzy sets is stemmed from that fuzzy numbers are more effective for high uncertainty processes as in emergency departments. Activities affecting patient flow through the ED are identified and project network is drawn. 1500 patients' data about the times of each activities are obtained from the observed ED. Findings through application of FCPM and FPERT, the expected time for completion of the project, the critical path and slack times are determined.

- BildiriYalnız künye2017An Identity-Based Encryption Scheme with Performance Optimization for Privacy Preservation in Smart Grid Communication
Baloglu, Ulas Baran; Demir, Yakup; Paleologu, C; McClellan, S
Smart grids are expected to replace existing electrical grids with advanced mechanisms and intelligent entities, which have excessive data processing and communication tasks. It is important for the sensitive consumer data, such as meter readings, to be secured at these intelligent entities. Novel digital communication mechanisms should be developed to protect privacy. Existing smart grid architectures do not have sufficient and efficient security functionalities for data transmission. In this paper, we propose an Identity-Based Encryption scheme, which is more promising than the classical form regarding performance and security. The proposed scheme focuses on the data structure of meter readings and optimizes this structure to achieve a better privacy preservation. This novel structure further improves the performance of the scheme by reducing communication overhead caused by public key creation and distribution operations, as evaluations demonstrated.

An Emergency Department (ED) plays a crucial role in the health system by providing acute care for patients who attend hospital without prior appointment. An accurate forecasting of patient visits in EDs contributes to health care decision makers to better allocate ED human resources and medical equipment. In this paper, a hybrid genetic algorithm–artificial neural network (GA–ANN) approach is developed. The forecasting performance of the hybrid approach is obtained using the real-world data set collected from a public hospital in Istanbul, Turkey. The hybrid GA–ANN model is shown to perform well in terms of forecasting accuracy. In order to contribute to the current knowledge, this paper is a novel attempt of applying GA-ANN to model ED patient arrivals, and the results can be used to aid in strategic decision-making on ED resource planning in response to predictable arrival variations.

Ince, Muharrem; Ince, Olcay Kaplan
The aim of the present research was to apply the Box-Behnken experimental design and response surface methodology for modeling of copper (Cu2+) ions from an industrial wastewater and leachate pretreated astragalus herbal plant. A three factor, three level Box-Behnken experimental design combined with response surface modeling (RSM) and quadratic programming (QP) was employed for maximizing Cu(ID removal from aqueous solution based on 17 different experimental data obtained in a batch experimental study. Three independent variables (pH ranging from 2.0 to 8.0, contact time from 10 to 180 minutes, and adsorbent amount from 0.1 to 1 g) were studied. The significance of the independent variables and their interactions were tested by means of the analysis of variance (ANOVA) with 95% confidence limits. The standardized effects of the independent variables and their interactions on the dependent variable were also investigated by preparing a Pareto chart. The optimum values of the selected variables were obtained by solving the quadratic regression model as well as by analyzing the response surface contour plots. Using the experimental conditions of pH = 5.0, contact time = 92.5 minutes, adsorbent dosage = 0.25 g, the recovery efficiency of Cu(II) was found to be 100%. Copper-free and copperloaded astragalus was analyzed using fourier transform infrared spectrometry (FTIR) which evidenced the functional groups involved in copper uptake. Adsorption equilibrium for copper was described by using the Freundlich and Langmiur adsorption isotherms. This adsorbent was applied to different industrial wastewater and leachate samples for copper removal.
